Shizuoka Gas Company, CRC Solutions Corp., Taisei Research Institute, Matsumura Bussan Co., Ltd., Marubeni Corporation, Sumitomo Mitsui Construction Co., Ltd., Meiden Corporation and the Japan Research Institute, Ltd. (the eight companies) announce the incorporation of WEB POWER Service LLC. The new company is a limited liability company, which is a legal entity adopted by the Reformed Corporate Law put in force in May 2006.

The new company will conduct market research, marketability evaluation and technical development regarding new energy systems and other operations. The outline of the new company is as follows.

1. Background

From fiscal 2003 to 2005, the Japan Research Institute organized and managed the DESS (Decentralized Energy System* & Software) Consortium to establish a new decentralized energy system business model, which will contribute to the protection of the global environment, stabilization of energy supply, revitalization of regional economy and creation of new businesses. Today the eight companies incorporateWEB POWER Service LLC, in order to advance the results of the DESS Consortium and to build the technology/know-how base, business framework and new markets, with an eye toward commercialization within 3 years by the partners.

*The decentralized energy system is an onsite electric power generation system such as fuel-cell technology. The DESS Consortium has engaged in the upfront development of intellectual property focusing on distributed power system control/operation technology.

2．Lines of Business

The lines of business of WEB POWER Service LLC are as follows:

(1)Market research, marketability evaluation and technical development regarding the decentralized energy system,
(2)Promotion of advanced projects regarding the decentralized energy system,
(3) Market development of services regarding the decentralized energy system, and
(4) Commercialization study of services regarding the decentralization energy system
