The urgent need for a framework to allow the early realization of the reconstruction design
— Providing support in terms of organization, funding, legal procedures and human resources —

The Reconstruction Design Council and other general ideas relating to reconstruction in the disaster area are emerging from government and civil society, but turning these ideas into actual projects and launching the reconstruction process will not only require uninterrupted budget measures but also the creation of a framework and conditions that will allow the speed development of a design (consensus formation) and its practical implementation, as a matter of urgency.

This report suggests a package of policy measures that will allow a speedy start to be made on projects from fiscal 2012.
